LCTM: Grant Application Templates and Information

On March 12, 2024, FHWA announced the availability of $2 billion to fund low carbon transportation materials that create less pollution by reducing the levels of embodied greenhouse gas emissions, including concrete (and cement), glass, asphalt mix, and steel. In FHWA's LCTM Program, $1.2 Billion is available to State Departments of Transportation (including District of Columbia and Puerto Rico) through a Request for Applications (RFA). In the coming months FHWA will also make available $800 million to target non-State applicants, including metropolitan planning organizations, local governments or agencies, Federally recognized tribes, Federal Lands Management Agencies, and other agencies through a Notice of Funding Opportunity (NOFO). The LCTM Program will fund eligible activities and projects that advance the use of low carbon materials and products.

The SPPCC has prepared documents to aid FHWA LCTM Program eligible recipients identify eligible activities and develop grant applications. These documents are not official FHWA documents of the LCTM Program. Applicants should visit the Notice of Funding Opportunity (NOFO) for non-State DOTs that is open in Grants.gov. The application period will close on Monday, November 25, 2024, at 11:59 p.m., ET. There is also a Frequently Asked Questions page on the FHWA LCTM Program website.


 


The RC3 Group has also prepared documents and templates to aid State DOT grant applicants. While RC3 is funded by the concrete industry, these documents are applicable to all four applicable materials: concrete, asphalt, steel and glass. Please note that FHWA and the SPPCC team have not reviewed these templates.
